Community Advisory Committee (CAC)
The Community Advisory Committee (CAC) membership includes: special education parents, regular education parents, special education teachers, support staff and administrators. The role of CAC in the development of the Local Plan is to provide input, provide a forum for members of the public, including parents or guardians of individuals with exceptional needs who are receiving services under the plan to address questions or concerns, review drafts, make recommendations to the Special Education Council (SEC), and review the final plan before submission.

Governing Council
The governing body of the SELPA is the Governing Council comprised of all the Superintendents in the SELPA. The role of GC in the development of the Local Plan is to review the recommendation of CAC and SEC, review drafts, provide input, seek input from their respective governing boards, and review and approve the final plan for submission to local governing boards for approval.

Special Education Council
The Special Education Council (SEC) membership includes the Special Education Administrator of each district in the San Benito County SELPA. The role of SEC in the development of the Local Plan is to review the input of CAC, review drafts, provide input and make recommendations to the SELPA Governing Council (GC), and review the final plan before submission.
